Punch the circles for them and add in the bags.  IT will make things much easier.

Ribbon: 6” Colors are     anything that matches the Colors above

Tools: Crop-o-dile to add holes to the badges for ribbon, 1” circle Punch, Decorative Label Punch, ¾” Circle punch, and Small Circle punch.
